< and > characters in Documentation attribute are not escaped in XSD

Added a ConfigurationElement, used the < and > characters in the Documentation attribute in the Config Section Designer properties for an attribute in the ConfigurationElement. The resulting XSD did not escape these characters, creating a parsing error in the resulting XSD file.

Fixed in latest changeset. Will be included in next release (after 2.0.0.8).
